Barbara Loftus has lived in Brevard County for 30 years. She has worked for high-tech engineering companies like Harris Corporation and SAIC, and also in the information technology (IT) industry. She is the founder and owner of Tech-Mark Services, LLC., an engineering and marketing consulting firm. Her involvement in non-profit organizations includes being president of the Student for the Ethical Treatment of Animals chapter at North Carolina State University and chartering the first chapter of the Society of Technical Communication, also at North Carolina State University. She has a Bachelor’s in Mechanical Engineering from Clemson University and a Master’s in Technical Communication from North Carolina State University.
Barbara is particularly interested in preparing youth to lead fulfilling, successful lives.
Rosanna Malbrán, M.D. MHA

Dr. Rosanna Malbrán is a physician-scientist with thirty years of experience in the medical field. Born in Argentina, she received her M.D. from the National University of Córdoba, where she trained in Internal Medicine, Pulmonary and Critical Care.
In 1991, Dr. Malbrán moved to the United States. She attended Mount Sinai Medical Center, specializing in lung physiology and pharmacology. In 2002, she transferred to the University of Miami, School of Medicine where her research focused on lung diseases, particularly asthma and chronic bronchitis. She had continuous NIH support from 1997 to 2015, first as an Assistant and later Associate Professor of Medicine at the Medical School. She has published more than thirty peer-reviewed papers and three book chapters in high impact medical journals. In collaboration with the Florida Department of Health and private foundations, she has worked to address diseases associated with tobacco smoke, including second-hand smoke.
Dr. Malbrán has a passion for community outreach activities and community. She obtained a master’s in health administration from George Washington University, Milken Institute School of Public Health in 2018 focusing her efforts on community health.
She is particularly interested in local, federal, and global health initiatives and policies. Her goal is to be an active leader that improves, grows, and extends healthcare delivery to the community by addressing social determinants of health.
Debra Cady
Board Member
Solopreneur of Silver Linings International, LLC
Debra Cady is a Licensed Clinical Social Worker and is a facilitator of strength-based, positive change for individuals and organizations. Debra received her master’s degree in Social Work from the University of Denver and received her bachelor’s degree in Social Work from the University of Wisconsin – Eau Claire. Debra is an adaptive, creative, and compassionate leader who is driven to help communities implement evidence-based/informed practices and policies that make both fiscal and practical sense in the application. Debra’s approach to positive change is built on foundations of trauma-informed principles; social learning theory; TTM stages of change; Mindfulness-Based Cognitive Behavioral Therapy; Transformative Relationships; and Appreciative Inquiry.
She is a national expert in the area of youth and young adults transitioning into adulthood with 35 years of experience in behavioral health. She draws from direct service to senior-level management roles within multiple children, youth, and young adult serving systems. Debra’s direct service experience includes individual and group behavioral outpatient therapy, residential, care management, and mobile mental health crisis services. As a manager, she provided trauma-informed supervision to a diverse workforce to include mentoring, coaching, and clinical supervision for licensure. As a senior-level manager, in child welfare and juvenile justice she created and implemented policy and practice changes with the involvement of key stakeholders. She has worked in private and community mental health, non-profits, higher education, State child welfare, State juvenile corrections, and for the Federal Substance Abuse Mental Health Services Administration (SAMHSA) where she authored the first Healthy Transitions (HT) RFP grant program.
As a previous Assistant Professor at Georgetown University, Debra provided training and technical assistance to children’s mental health System of Care grantees and facilitated strategic planning and facilitated learning communities. Debra co-developed the Trauma-informed Method of Engagement (TIME) model for Youth Advocacy to minimize the risk of re-traumatization of youth and young adults who share their lived experiences for system change. She presents the model at countless national, state, and local workshops and webinars, including speaking at the International Foster Care Organization Conference in the UK.
She is the solopreneur of her own woman-owned small business (WOSB), Silver Linings International, LLC. and is the author of the Silver Linings Advocacy Program Certification that teaches individuals and organizations to implement a best practice model for the involvement of youth/young adults and the families/caregivers/mentors who support them. Debra understands it is essential to build upon the strengths of individuals and of the community and hear the voices as a collective whole. Then analyze ‘what works’ to improve service systems in order to build effective and culturally responsive services and supports that create positive and sustainable change.
Nicholas J. Intintolo

Mr. Intintolo is an executive public sector advisor boasting over thirty years of successful program modernization, market development, and system transformation delivery. He advises government agencies, educational institutions, and service providers to modernize policy, process, and operation utilizing state-of-the-art digital paradigms towards improving citizen outcomes.
He actively spearheads national immersive citizen service engagement strategies to aid government and community service clients seeking to improve vulnerable citizen outcomes through advanced insights and informed decision making. Presently, Mr. Intintolo is serving as an innovation and transformation leader advising the Florida Department of Children and Families Secretary and Chief Innovation Officer to define and execute its system-wide transformation.
